Government in Taranaki
In a fictional Stratford public office, a programme lead prepares a delivery update from an approved plan, a sample progress workbook and meeting notes. Copilot can help produce drafts inside Microsoft applications. The exercise checks whether the narrative reflects confirmed work and keeps proposed changes separate from decisions already made.
TheColab delivers training at Taranaki council and agency workplaces. Invite report writers, programme managers and the people responsible for information access. Review the Copilot functions enabled on attendee accounts first; Microsoft's documentation describes different app experiences by licence and configuration.5
Paid employees in government went from 2,067 in February 2020 to 2,348 in February 2025 (+13.6%).

Local context
- The regional council's annual reports explain achievements and compare financial performance with planned work. They give staff public source material for learning to draft a delivery narrative with traceable evidence.11
- Taranaki Regional Council publishes land and public transport plans adopted in 2024 and 2025. These supply a local context for programme updates, while current decisions still need verification in the source documents.22
Organisations are named for local context only. No relationship with them is implied.

Where Copilot helps government teams
Draft a programme report in Word
Use Copilot in Word to outline an update from approved sample material. Microsoft documents document drafting and summarisation.5 Ask it to label completed work, proposed activity and unresolved issues separately. Compare the wording with the original brief and remove any unsupported assurance before the programme owner decides what belongs in a committee or management report.
- Programme reporting adviser
- Copilot in Word
Check working-group actions
Practise a recap from an authorised Teams planning meeting, then prepare an Outlook follow-up for staff review. Both applications support Copilot experiences.5 The chair verifies decisions, ownership and any suggested deadline. Use a fictional discussion without resident cases, so participants can learn the difference between capturing an action and inferring one from a conversation.

- Copilot in Teams and Outlook
Explain delivery figures in Excel
Ask Copilot in Excel to explore a fabricated progress table and propose a comparison with the planned activity. Excel offers analysis and formula assistance.5 Check the reporting period, formula references and treatment of incomplete rows. The analyst confirms the calculation before Word receives a narrative; the model must not invent reasons for a variance.
- Performance analyst

Test internal procedure retrieval
Build a Copilot Studio prototype using a small authorised SharePoint knowledge collection. Authentication governs SharePoint-backed access.6 Test the process for submitting an internal report, including a question the documents cannot answer. Check with a restricted staff role and require the source link. An information owner approves any wider publication and assigns responsibility for keeping guidance current.

Produce an accountable delivery update
- Select public planning material and an invented progress table with a stated reporting period.
- Inspect Copilot's proposed Excel comparison before requesting the Word narrative.
- Check the narrative with the programme owner and identify any unsupported explanation.
- Save the approved report and review notes through the organisation's established record process.

Government in Taranaki: questions
Can training include readiness work?
Readiness work can define the pilot task, inspect source access and assign review ownership. That helps staff practise within a clear scope before the organisation considers broader use.
Will a licence settle our governance questions?
A licence provides access to product functions; your agency or council still needs to decide how to use them. GCDO guidance gives responsible-use topics to assess alongside local policy.3
How do we test a staff guidance agent?
Ask known questions, inspect the cited document and include a request outside the source collection. Test authentication and access with the staff roles that will use the agent.6
Can public communications staff take part?
They can practise turning an approved programme update into a clear draft notice, with the project owner checking scope and commitments before anything goes to residents.
