Government in Otago
Queenstown Lakes District Council's April 2026 AI paper reports 70 Microsoft 365 Copilot licences and completed readiness work. That is dated local evidence of investment in governed AI use, rather than a measure of current staff usage or results across the region. Use the paper as context for planning your own organisation's training.3
A generic Otago council office can begin with a public committee report and a fictional internal briefing. Staff learn to draft within the evidence supplied, while the report owner checks the meaning. Confirm the Microsoft functions available to participants before choosing the app exercises, because licence and tenant settings affect access.7
Paid employees in government went from 5,237 in February 2020 to 5,598 in February 2025 (+6.9%).

Local context
- Dunedin's governance statement and Otago Regional Council's economic research offer public material for practice. QLDC's annual-plan news adds a concrete example of public feedback and deliberation work. Each source must retain its date, scope and status in a draft.1,2,61,2,6

Where Copilot helps government teams
Prepare a committee briefing in Word
Word drafting support can help turn approved reference material into a preliminary briefing. Give Copilot the question, audience and sections to cover. Ask staff to trace every factual statement back to the public report. The author checks that draft wording distinguishes recommendations from decisions, and removes any unsupported claim before the briefing reaches its normal reviewer.7

- Copilot in Word
Inspect a fictional service workbook
Use Excel questions and formulas on a synthetic service-request table. Define the categories first and ask staff to check how missing rows or repeated references affect totals. Keep the checked workbook alongside the commentary. A chart may suggest a useful question, but the analyst must verify the calculation and explain the limits before a manager uses the result.7
- Council performance analyst
- Copilot in Excel
Validate internal project meeting actions
Where enabled, Teams assists with recap and action capture. Stage a public-information project meeting using fictional staff details, then compare the draft with what participants actually agreed. Confirm action owners and unresolved approvals. The project lead keeps the reviewed note in the normal record process instead of treating generated action wording as authority to proceed.7
- Project coordinator
- Copilot in Teams
Prototype a narrow staff reference agent
Copilot Studio supports agent development. Build a pilot over a small cleared procedure collection and test questions with no answer in those documents. Require references and a route to the procedure owner. Keep the prototype away from public decision-making and broad records access until the platform and information teams have reviewed its scope, failure behaviour and maintenance responsibilities.8

Government in Otago: questions
Can QLDC's licence figure predict our results?
The figure records a position reported in the April 2026 paper. It does not show utilisation or a measured benefit for your council. Use your pilot to test a defined task with a checked result, then assess correction effort and suitability before expanding.3
Who should attend the readiness work?
Include the Microsoft administrator, an information manager and someone who owns the proposed task. They can resolve access and review questions together. Staff need to know which references are approved and who can authorise the resulting draft.
Can a Studio agent answer public enquiries immediately?
Begin with an internal prototype on cleared procedures. Test gaps, obsolete references and ambiguous questions before considering a public service. A wider proposal needs organisational approval and clear responsibility for its information, behaviour and ongoing review.
How do you deliver to Otago council offices?
We can run an on-site team session in Otago or discuss remote delivery for staff across offices. Public workshop days offer another option. Choose a public document and a responsible reviewer during preparation so participants can practise a complete, checkable task.
