Government in Auckland

A public-service workflow can cross Teams, Excel and Outlook before anyone has checked that the message reflects an authorised decision. Our workshop uses an invented service issue to make that chain visible. Participants separate a proposal from an agreed action, inspect the supporting table and review the wording before it becomes a public commitment.

Microsoft describes Copilot experiences within productivity apps and Studio agents for organisational knowledge and workflows.5,6 TheColab selects activities after your administrator confirms the enabled functions and the agency approves the reference set. Training can take place at your Auckland workplace with service, policy and systems staff together.

Paid employees in government went from 36,534 in February 2020 to 40,334 in February 2025 (+10.4%).

Local context

  • Auckland Council announced a digital-assistant prototype within Group Shared Services in 2025. Its source identifies Google Cloud and Deloitte, so the initiative supports a local customer-service theme without implying council approval for Microsoft Copilot.11
  • Auckland Transport currently describes responsibility for buses, trains and ferries. Local examples should use its present role, while GCDO guidance gives a national framework for reviewing AI governance and accountability.2,32,3

Where Copilot helps government teams

  • Review a service meeting summary

Use a permitted Teams discussion about a fictional information problem. Ask Copilot to identify decisions, open questions and action owners, then compare the result with what participants actually agreed. The chair removes inferred commitments before circulation. Include an idea that was rejected so the team can test whether the summary preserves that distinction.5

    • Service meeting chair
    • Copilot in Teams
  • Check an enquiry-reporting workbook

In Excel, inspect synthetic service-enquiry records with inconsistent categories and missing status values. Ask Copilot to explain a proposed grouping and verify the formulas before accepting it. The analyst should describe what the file can support and what remains unknown, avoiding a claim about actual community demand from an invented training table.5

    • Public-service reporting analyst
    • Copilot in Excel
  • Prepare a controlled reply draft

Use Outlook assistance on a fictional enquiry thread and a verified service brief. Ask for a concise explanation with unresolved questions left visible. Check the recipients, attachments and any stated next action, then obtain the service owner's approval. Keep the assistant's draft separate from the authority to promise an outcome or update a case.5

    • Agency customer adviser
    • Copilot in Outlook
  • Prototype a guidance retrieval agent

Build a Copilot Studio test agent using a narrow set of approved public guides. Ask an ordinary process question and an exception beyond the source material. Check that the agent points to the appropriate officer when it cannot answer. Review source permissions and keep case-system actions disabled while testing this reference workflow.6

Trace an invented service issue through Microsoft apps

  1. Create a fictional enquiry and an approved reference brief with a deliberately unresolved question.
  2. Verify the meeting's decisions before using its summary to guide later drafts.
  3. Check the Excel evidence and prepare an Outlook reply that preserves the uncertainty.
  4. Ask the authorised service officer to approve the message and document the review in the agency's chosen process.

Government in Auckland: questions

Is this suitable for council and central-agency staff?

The practice method can fit either setting when the organisation approves the task and material. GCDO guidance is written for the Public Service.3 A council team should assess its relevance with local governance staff and supply the rules that govern its own workflow.

Does Copilot access include every app exercise?

Confirm the available experience for each attendee. Microsoft's current overview distinguishes chat, app and work-data capabilities.5 An administrator can help choose a practical task set before delivery, so the course does not depend on an unverified entitlement.

Can a Studio agent change resident case records?

The workshop prototype retrieves guidance and tests escalation. A case-writing action would need a separate authorised design with permissions and review. Studio supports systems and workflow connections, but that product capability is not an agency approval.6

What evidence should support a rollout decision?

Collect the source-check results, summary corrections and exception questions from the pilot. Review whether staff can identify the decision owner and preserve an unresolved issue. Those observations help the agency select its next task without claiming an unmeasured productivity gain.
