Government in West Coast

An office-app assistant can make a council paper appear finished before the evidence has been reviewed. We start with a fictional programme report and ask staff to inspect its status, supporting documents and unanswered questions. The exercise ends with an officer-approved draft and a record of the corrections needed.

TheColab offers on-site sessions for West Coast council and agency teams. Microsoft documents Copilot features across Word, Excel, Outlook and Teams, but the tenant's settings and licences control availability. We check the enabled tools, use published material for the initial exercises and include information managers in the readiness work.5

Paid employees in government went from 552 in February 2020 to 658 in February 2025 (+19.2%).

Local context

  • Buller District Council's Resilient Westport page describes responsibilities for flood resilience and future land use across delivery bodies. That is a concrete public source for checking whether a draft preserves the difference between programme oversight and the work assigned to each organisation.22
  • West Coast Regional Council publishes regional transport plans. Staff can use an approved public extract for a generic committee-briefing task and test whether the summary keeps an intended priority distinct from a completed action. No council tool approval is inferred from the publication.11

Organisations are named for local context only. No relationship with them is implied.

Where Copilot helps government teams

  • Prepare a sourced committee-paper draft

In Word, provide a permitted public report and a committee-paper outline. Copilot can draft and summarise documents. Require a list of evidence gaps beside the proposed narrative. The reporting officer checks recommendation wording, status and source references before the document moves through the authority's review process.5

    • Copilot in Word
  • Inspect a mock programme table

Use Excel with synthetic project statuses, categories and known missing entries. Ask Copilot to analyse the table and explain any formula it suggests. Excel offers analysis and visuals. The analyst verifies the denominators, exclusions and source rows before deciding which chart belongs in a management briefing.5

    • Performance analyst
    • Copilot in Excel
  • Draft an enquiry follow-up

Give Outlook an invented resident enquiry and a public process description. Ask for a draft that identifies missing details without deciding eligibility or consent. Copilot supports reply drafting and email summaries. A service officer checks the stated process and next contact before the response can be released.5

    • Customer services officer
    • Copilot in Outlook
  • Confirm project-meeting decisions

With an approved Teams meeting record about a fictional public project, request decisions and items still needing authorisation. Teams can generate summaries and actions. The chair verifies whether each point was agreed, who owns it and what remains conditional before staff retain the reviewed record.5

    • Programme meeting chair
    • Copilot in Teams
  • Prototype a controlled staff guide

Use Copilot Studio to test an internal agent over approved procedural guidance. Studio can ground responses in knowledge and connect tools. Keep the first prototype to referenced answers, with no resident-case access or service transactions. Test a request outside the guide and require referral to an authorised officer.6

    • Public-service systems lead
    • Copilot Studio

Test a public-paper drafting process

  1. Select a published report and label its status for the training exercise.
  2. Define the paper's audience and the decisions an officer must verify.
  3. Ask Word for a draft that lists unsupported statements separately.
  4. Compare the proposed recommendation with the source and document each correction.
  5. Keep the approved exercise and supporting record under the organisation's information process.

Government in West Coast: questions

Can we complete training before connecting internal records?

Published reports and invented service enquiries support a useful first session. Staff can evaluate drafting and verification while the information team reviews the authority, access boundaries and maintenance needed for a later internal workflow.

Which documents can Copilot retrieve from work systems?

Microsoft says organisational retrieval is scoped by the user's permissions. Review that access before the pilot and test representative roles. A file that was shared too widely can still be surfaced through the assistant.5

Is a Studio prototype ready for public enquiries?

Keep it inside the staff test group first. Validate source accuracy, escalation, access and behaviour on misleading questions. A public service needs a separate design and approval process before any agent is offered to residents.

How does our council use national AI guidance?

The GCDO governance document gives a reference for assurance and accountable oversight. Confirm your authority's adopted rules and relevant obligations, then document the tool-specific approval. The guidance itself does not show that the council has authorised Copilot.3
