Government in Canterbury

Environment Canterbury publishes AI uses including report review and consultation theme summaries, with staff remaining responsible.1 Selwyn District Council's economic strategy includes business engagement and investment work.2 A fictional council project can combine those administrative contexts in a workshop about preparing a committee briefing from public material.

Copilot assists across office applications, while access and data grounding depend on licensing and configuration.5 We first identify the capabilities enabled for the attendees and the information they may use. Bring a business owner, an information manager and a reviewer. Together they can decide how the draft enters the council's established document and approval process.

Paid employees in government went from 13,791 in February 2020 to 16,087 in February 2025 (+16.6%).

Local context

  • The regional council says AI does not decide matters about individuals, funding, regulatory action or received submissions.1 That is Environment Canterbury's published boundary. A workshop for another agency should begin by identifying its own approved uses and exclusions before selecting a task.1

Organisations are named for local context only. No relationship with them is implied.

Where Copilot helps government teams

  • Prepare a briefing in Word

Reference an approved public strategy and fictional project notes. Ask Word for a briefing that distinguishes the evidence, proposed options and decisions still required. The responsible officer checks citations and qualifications. Preserve disagreement in the input rather than let a smooth draft imply that all parties support the proposal.

    • Policy and committee advisers
    • Copilot in Word
  • Check a project recap in Teams

Use a permitted mock meeting about an internal service improvement. Ask Teams for decisions, actions and unresolved issues. Participants verify the account before the project lead stores it. A suggestion about future funding or regulation must remain a suggestion, even if it sounds decisive in the transcript.

    • Project coordinators
    • Copilot in Teams
  • Draft an administrative enquiry response

Work in Outlook with a fictional request about a public service page. Identify the question and the source needed for a response. Review the draft for implied commitments or missing escalation routes. Keep individual eligibility and regulatory decisions in the authorised service channel rather than answer them through the exercise.

    • Customer service officers
    • Copilot in Outlook
  • Inspect a synthetic reporting table

Give Excel invented programme categories and an explanatory dictionary. Ask for missing fields and inconsistent labels before preparing commentary. Check the grouping and totals with normal spreadsheet tools. Avoid small identifiable community records; the exercise teaches reporting discipline without converting real consultation data into a casual demonstration.

    • Performance reporting analysts
    • Copilot in Excel
  • Prototype an internal source-finder

Studio agents can use specified organisational knowledge.6 Build a trial helper over public staff guidance and test whether it identifies the current document. Include a request outside its remit. The information owner checks answers and escalation behaviour before considering deployment to an internal staff channel.

    • Information and digital leads
    • Copilot Studio

A committee-paper rehearsal with accountable review

  1. Choose public source material and a fabricated project question.
  2. Identify the officer who will check evidence and the manager who will approve the draft.
  3. Request a Word briefing that preserves unresolved options and links its substantive claims to the sources.
  4. Review the draft, record corrections and store the accepted version through the existing process.

Government in Canterbury: questions

Must councils follow the Public Service AI Framework?

The Framework says alignment is encouraged and that it is not binding. Use it as a reference for responsible practice, then confirm the rules that govern your council or agency. Do not present it as a universal legal requirement.3

Should public consultation be our first exercise?

A fabricated submission set is more suitable for learning. It lets reviewers test lost nuance, incomplete themes and an invented consensus. The agency can assess a real consultation workflow separately, with the data owner and decision process defined.

Who approves a staff knowledge agent?

Agree an owner for the source library and a person accountable for its deployment. Include information and security colleagues in the review. Test outdated material and out-of-scope requests, then document how staff can escalate an uncertain answer.

Can training run in a regional council office?

TheColab can travel to public-service workplaces across Canterbury. Public workshop days provide an introduction for individual staff. A council team session works well when the business owner and information manager can review the same draft together.
